Per Betty Hughes, City Clerk, this is procedure to run:
"The nomination period to pull papers begins July 18 through August 12. It takes about an hour to go over the paperwork with candidates and is by appointment only. The Fair Political Practices Commission’s (FPPC) website (www.fppc.ca.gov) is instrumental in the election process. I’ve attached Forms 410 and 501 which may apply prior to July 18. Also attached is Manual 2 which is for local candidates. I strongly encourage all candidates to read the manual as it explains all the forms which may apply to anyone running. It’s easy reading, but a lot of reading. It goes into great detail about different scenarios and has examples as well.
This should get you started until it’s time to pull papers.

IMPORTANT: There is no incumbent in districts 1 and 2. Penny Lilburn is district 3, John Timmer is in district 4, and Larry McCallon is in district 5.

There has been virtually no opposition. They have been able to run lame campaigns:
Because of the way the districts are set Lilburn, Timmer, and McCallon clearly want to retain control. But there is a need for a "changing of the guard." The city has been seriously mismanaged and there is most likely corruption. This group has put the citizens in massive debt.
