Forged Timecards

The city doesn't use a time clock. Instead employees write their time on a time card, and their immediate supervisor must sign the time card authorizing the time purportedly worked.  Joe Hughes then must sign the time card. Someone appears to be forging Joe Hughes signature.  Here is two examples of Joe's signature:

None of the signatures match Joe's.  The real problem is not that Joe didn't sign the cards; it is that somebody probably forged the time cards. Here are the rest of the time cards: AllEmployeeTimeCards

What should be pointed out is when the employee time cards were initially requested, Betty Hughes did want us to see that her husband's signature had bee forged.  She redacted all the signatures on the time cards. Here is an example:

Every single time card had been redacted like the above. See all the time cards as Betty Hughes had originally sent them: EmployeeTimeCardsAllSignaturesRedacted. We reminded them that this was not allow under the California Public Records Act and they finally provided the time cards with only the employee's time redacted.  Could it be that Betty Hughes was trying to protect her husband?  May be!
